An "orphan" planet has been discovered just outside our solar system.

What's a good name for this planet (instead of it's current CFBDSIR2149, a truly sexy name, that)?

What sign with this planet rule?

What might be the astrological characteristics of this planet?

Understand that the new rulerships are not used by all astrologers. With Uranus, Neptune and Pluto they are the shadow of Saturn, Jupiter and Mars. Not all newly discovered planets will be used, and not all incorporated into astrology as planets, but more as fixed stars, or asteroids. The orphan planet you are referring to first is not in our galaxy, therefore, if it is to be used (doubtful but if), it would be probably go under fixed stars. But not all heavenly bodies are used. Example, astrology uses only about 1500 asteroids yet, there are thousands of asteroids.

This is a long and researched process. We don't sudden incorporate a planet. When Chiron, Sedna, and Eris were discovered, it took thousands upon thousands of charts to determine its nature. New ephemeris were calculated to them. And personally with Eris (the last discovery in this solar system), doubtful if many astrologer will used it much, as it orbit is so slow, almost like a fixed star. It is still being studied, and to my knowledge those who have been studying and researching this have thousands upon thousands of charts to watch the patterns.

As for the name of this orphan planet, astrologers do not name the planets, astronomers do. Usually the astronomer who discovers the planet or asteroid is given the right to name it.

Nothing is made up, astrology does have an order.

I truly think it loses power if you don't believe in it's power anymore. Pluto is in my fourth house in a stellium and I had a pretty hard childhood. The effects were felt a long time, but it seems that when Pluto was demoted those lingering effects left. I feel the astrological community should address it and reclassify how the energy is used or it loses it validity. If a planet was discovered it would be embraced, just as Pluto was embraced in the 30's, so why be inflexible by trying to keep it. I asked this question 3 hours ago.

Another reason to dump this bunkum.

It will takes decades of study by astrologers before they have any agreement on it.

There will be much study, much discussion, much disagreement.

And gradually one or another viewpoint will begin to take prominence.

We don't get our "rules" about astrology by making them up. We get them observation that is then studied on a larger scale to see if it consistently applies.

What sign might it rule? What might be the astrological characteristics?

We do not know.

Why don't you start some research? You can help be part of the movement to understand.

Try to get a sample size of about 5,000 (10,000 would be better) plus an equal size for your control group.

Be sure to run a statistical evaluation on your results.
