What is the difference between Libra Moon and Libra Rising?

I am a Pisces Sun with Libra Moon and Taurus Rising, while I have a friend who is Pisces Moon and Libra Rising. What are the differences between my Libra Moon and her Libra Rising, or my Libra Moon and her Pisces Moon? Also, both Taurus Rising and Libra Rising are in Venus, does that mean anything?
